In 2005, the CPC Beijing Municipal Committee and the Beijing Municipal People’s Government release the guidance of the functional orientation about Beijing’s districts. Beijing is divided into capital function core area, expanding area of urban functions, urban development zone and ecological conservation areas. Gathering new industries and large-scale urban area development, Beijing Development Area is assumed to ease Beijing central city population. Recently with industry functional zones evolving, population grow rapidly, so the bearing pressure of public service resources continues to increase. Allocating public resources reasonably matching public service and urban population change and creating a fair environment of public resources are in favor of the city development and social stability of Beijing.Based on the national census and almanac data, this paper stated the specific situation of Beijing Development Area Population Development in the past, and made predictions about the resident population in the future. This paper established public service evaluation system of basic education and health care, and evaluated the balance degree of the resource allocation with the use of the Gini coefficient and variation coefficient, and evaluated the level of public services of each district in Beijing in TOPSIS method. This paper also compared the distribution of service resources in urban development districts and other districts in Beijing.According to data analysis, compared other districts in Beijing, urban development district is deficient in the public service resources. Compared with basic education resource, the imbalance of the medical resources allocation is more serious. On the spatial distribution, the density of basic public service resources decrease from center zone to suburbs. Beijing should control the size of the total population in the future, increase the public resources in urban development zone, and introduce private capital appropriately to supply public resources.
