A Study On Government Responsibility In China 's Children' S Educational Environment

Childhood education is related to the people’s life-long welfare and the nation’s prosperity, toprovide children with a healthy and harmonious educational environment is the pivotal duty of alllevels of government. In recent years, although China has adopted several strong measures tooptimize the educational environment for children to some extent, including improving relevantlaws and regulations, introducing oriented-policies, the current state of the children educationalenvironment is still far away from our expectation: a serious issues of education is still veryprominent. Just as schools’ educational resources are not balanced, tendencies of educationalutilitarianization, lacking of supervision of private education, lacking of effective guidance of familyeducation, the qualities of family education varies, social educational institutions have strongprofitability, violence, pornography, pseudo-science,and other harmful information spreadswildly,the shortage of social education bases, etc. Optimizing the educational environment ofchildren, is a strategic issue of children’s development, an important guarantee for the party and thestate’s long-term development, and also a complicated systematic project. How do the governmentsassume responsibilities for the public administration, gather powerful social forces, optimizechildren’s social educational environment in the new situation with multiple culture, values andinterests, to protect the children grow healthily is the long-term research topic that our governmentneeds to seriously consider. Lack of responsibility and government responsibility in this article isbased on a lot of research, and from the perspective of public management, applying myself to theresponsibilities of governments on educational environment for our children and the lacking ofgovernments responsibilities. Aim at the problems exist, giving some advises on implementing thegovernments’responsibilities.The full text is divided into five parts, the first part is an introduction, describing thesignificance of the study, the academic studies of the status quo, purpose and methods, shortages andinnovation. The second part of the article defines the definitions of the concepts and the relevanttheory. Defining children, educational environments, the governments responsibilities, describingthe the theoretical basis for this research project from public goods, the governmentsresponsibilities’ theory. The third part analyzes what responsibilities the governments should bear inthe educational environment for children and the performances of lacking governments’responsibilities. That the governments have responsibilities in school education, family education,social education, they should provide a centain guidance, managements, services and supervision, but now the implementing of responsibilities is still a weak point, mainly in the absence oflegislative responsibility, lack of fiscal responsibility, and lack of supervision. The forth partanalyzes the factors that affect the governments’responsibilities lacking in the children’s educationalenvironment and suggestions of how to improve.Three reasons as lacking governments’responsibilities is mainly because the system of governments’ management is imperfect, so is therelevant legal system, and self-interest of the main stakeholders. To deal with the problems, thepaper proposed the implementation of governments’ responsibilities countermeasures andsuggestions from four aspects. Proposed to speed up the legislative process, to improve relevantlaws and regulations, to fill the legal absence of children’s educational environment, make thechildren’s education guaranteed by law; strengthening financial security, expanding inclusiveeducation resources so that children can enjoy more transparent and equal financial educationresources; improving the management system, improving the investment environment, management,supervision, service mechanism for children’s education, strict implementation of the accountabilitysystem; and finally innovative the social governance, forming a good situation like "party is theleader, governments have the responsibilities, social coordination,and everyoneinvolved",gathering the maximum concentration with social intelligence and social forces, andagglomerating the most powerful force to optimize children’s educational environment.The fifthpart is the conclusion, summarized the full text and presented prospects, I believe in the premise ofthat if the governments fully assume the responsibilities, and the whole society joint fully, ourchildren will be able to grow up in a harmonious and healthy educational environment, saving apowerful and positive energy for the development of our country and nation.
