Toresearch and solve the problem of juvenile delinquency is not only the solution todecide whether the family is harmony or not, it is also related to the fate of ourcountry and nation. As China’s urbanization rate rising, the focus on juvenile crimeproblem has the important practical significance. Due to the single means of juveniledelinquency, crime skills shortage, and easily influenced by bad style, Juveniledelinquency is also increasingly tend to gang crime. In the youth gangs, gangsinvolved in the evilis quite violent and destructive. So research on urban youth policeevil crime has the practical significance. However, the current research on the evilphenomenon of urban is not much.In China, the third and fourth class cities form the largest number. In this paper,we just take T District of a third class city, Yancheng, as an example to look and seethe whole sceneries through the phenomenon since T District is the main city ofYancheng,78%of the cases happen to the district. For most of the country’s third andfourth class cities, the evil phenomenon of urban is of certain reference significance.The article starts with the changes in the number of evil gangs, personnel component,organizational role and involving charges. These youth criminals are not well-educated and they love ease and detest work. They are in lack of household effects.Improper of school management and education also influence them a lot.
