In today’s society, problem-solving ability has not only become one of thenecessary qualities, but also being the critical standard to the education for all-arounddevelopment. In order to investigate ninth-grade students’ problem-solving ability ofKunming accurately, this study adopt the research tool of the Organization forEconomic Co-operation and Development (OECD) Program for International StudentAssessment (PISA)2003. In detail, this study includes an assessment of students’problem-solving skills, which provide a direct assessment of life competencies thatapplying their knowledge across different areas of the school curriculum, and aquestionnaire of Students’ Background Information.The investigation showing that ninth-grade students’ problem-solving ability ofKunming have the characteristics as follows: Firstly, the overall capacity is relativelyweak than that of other cities in China, and most of the students are at the lower level.Secondly, only a few students are reflective and communicative problem solvers,while most of the student just to be able to deal with only a single data sourcecontaining discrete, well-defined information. Thirdly, students are good at intuitionsrather than latent information. Finally, students’ open-constructed thinking isrelatively poor. According to further analysis, the factors influencing the students’ability to solve problems mainly come from schooling refer to teaching resources andthe level of faculty. Meanwhile, parents and house-hold learning resources also havedirect impact on students’ problem-solving ability. And certainly, the most importantfactor is students’ initiatives and being efficient with their time.In view of the result of survey, which shows the situation of ninth-gradestudents’ problem-solving ability of Kunming as well as the characteristics andfactors influencing it, this study suggests that our government, our school and parentsshould pay more attention to those aspects as follows. To begin with, our governmentshould improve the condition of school operation and educational attainment.Secondly, school and parents should offer students more resources for learning, and inthe meantime, they should learn to schedule their time. Thirdly, we should set uplifelong-learning evaluation system and implementation strategies containing the value guidance as well as independent construction. They should carry outresearch-like study for the sake of improving students’ problem-solving ability. Ingeneral, schooling education should be assisted with government support and familyeducation, thereby forming the comprehensive education policy.
