The success of such a reform hinges on the quality of teachers, who are the majorforce of remodeling school culture and promoting school improvement. Over the past20years, study of teacher leadership has become a hotspot in the scope of educationresearch both at home and abroad. What has featured the probe is that it has beenfocused on teacher leadership in primary and secondary school, leaving those in thehigher education rarely involved, especially the research on the impacting factors ofeffective implementation of teacher leadership in higher education is even rarer.This article uses the research methods of literature study, interview, andquestionnaire, takes X university teachers in Yunnan province as the research object,though the investigation of the status quo of teacher leadership effectiveimplementation in X university to identify factors that influence the effectiveimplementation of teacher leadership, in turn, put forward the correspondingcountermeasures for the effective realization of teacher leadership.Firstly, the paper clear about the related concepts of teacher leadership on thebasis of the domestic and foreign teacher leadership theory and leadership factorsaffecting the effective implementation of literature review, and make an analysis ofthe theoretical basis of the study based on a detailed introduction of the theory ofdistributed leadership practices and non power teacher leadership.Secondly, based on analysis of the influence factors of effective implementationof teacher leadership and the in-depth interview with X university teachers in Yunnanprovince, from four dimensions to analyze the influence factors of effectiveimplementation of teacher leadership, the four dimensions are: self cognitive ability,professional competence, leading the cooperation ability and the ability to participatein school affairs, and on this basis compiled the questionnaire.Thirdly, we conduct a questionnaire survey of the influence factors of effectiveimplementation of teacher leadership in order to provide a reliable reference for theliberation of teacher leadership and make it play a positive role in university. Although in the process of the investigation, we pay the same attention to thefavorable factors and unfavorable factors of effective implementation of teacherleadership, but the respondents are analyzed focusing on the latter, while the formeron the status of lack of attention. Therefore, the research will focus on the barriers ofeffective implementation of teacher leadership.The results of the survey show that the limitation of traditional leadershipconcepts, individual teacher and school lack of full understanding of teacherleadership, the school does not form an effective incentive mechanism, theimplementation of school democratic through a single channel and has no effect,traditional isolated and individualism of school organization culture, serious problemof the subject barriers, and lack of teachers’ leadership skills and experience have allbecome important factors that hinder the effective realization of the leadership ofuniversity teachers.Lastly, with the above findings, this paper puts forward the effectivecountermeasures and suggestions to realize teacher leadership: changing thetraditional concept of leadership, admitted that the rationality of the existence ofteacher leadership, by empowering teachers to identify and promote teacher’self-identity of their own leadership skills, thus stimulate the potential of everyindividual teacher, emphasize the importance of teachers’ professional leadership,respect for teachers on teaching, research and other aspects of leadership, achieveprofessional sharing and professional development independently, reshape the schoolorganizational culture, break the barrier of the disciplines to promote communicationand cooperation among teachers, and strive to create a relaxed and harmoniousatmosphere in campus, colleges and universities should actively strive to achievedemocracy in the true sense, and make teacher leaders spread their positive andguiding influence.
