National medium and long-term educational reform and development program (2010-2020) refers to, should cultivate more talents to satisfy the need of agricultural and rural development, enhance proportion of agriculture profession, gradually develop the vocational education with agriculture, make professional education better serve the new rural construction. At the same time, coordinate the collaborative development of the urban and rural areas,the east and west. All kinds of schools play an irreplaceable role in the training process of new farmers, farmer-workers and rural labor transfer. So we should make full use of the schools. Therefore, developing the vocational education for rural development, is the major strategic deployment of our country. Reflecting the rural vocational education, especially rural vocational school becomes the urgent task, and has important realistic and practical significance. This paper starting from the case,understands the specific education situation of three vocational schools in a county of Shan’xi Province by applying the method of questionnaire investigation, finds out the problems existing in the vocational schools surveyed orientation, and the main factors affecting its school-running, finally points out the process of constructing the reasonable orientation and specific recommendations on school-running orientation, also provides a reference for other rural vocational schools.This research mainly includes the following four aspects:First part, the historical evolution of rural vocational schools in our country since the reform and opening up. Mainly includes three development stages:a slow recovery stage(1978-1984),at this stage mainly by expanding scale of school-running, increasing the amount of the rural vocational middle school to achieve recovery; sustainable development stage(1995-1996),the school-running of rural vocational schools is affected by the socialist market economy.To adapt to the demand of the market, the schools cultivate more and more students for the city, making an important contribution for our country’s urbanization.comprehensive reform stage(1997-Now), the rural vocational schools sink into predicament of the development influenced by the enrollment expansion of colleges and the rural vocational schools themselves, and is at the boundaries of struggle for survival. Although the nation gives more support constantly such as policy, investment, do not completely solve the problem of rural vocational schools.Second part, the status and function of rural vocational school in the vocational education system. Rural vocational school plays a fundamental position in vocational education system in our country, belonging to the secondary vocational education. On the horizon, it constitutes the secondary education with general secondary education in our country. The function of the rural vocational school including the following three aspects:cultivating talents for higher education, the cradle of training new farmers and enlightenment place of occupational literacy.Third part, the case analysis of rural vocational school. By questionnaire and interview on three vocational schools in a county, Shan’xi Province, based on the analysis of the three vocational schools, the paper points out the main problems existing in the school-running of rural vocational school, such as characteristics of school-running is not obvious, the people of accepting education are less, and service is one-sided. Then the paper deeply analyzes the influenced factors on the vocational schools. It is mainly from the external and internal sides.The fourth part, the rational construction of the rural vocational school-running. Considering internal and external factors, the research puts forward a scientific process of school-running, and provides clear and reasonable orientation. Expand training object; Increase agricultural profession; Adopt flexible training form; Diversify the service function, servicing for both the city and countryside; Bring in high-quality teachers, to ensure the teaching quality, here mainly referring to the skilled teacher’s quality.At last, it comes to the conclusion that rural vocational schools should draw rural adults into the scope of education object, and realize the form’s transfer from the school form to the training form.
