A Study On The Employment Assistance Of Poor College Students In Yunnan Province

Yunnan, located in the southeast of China, the frontier minority area, is a poverty-stricken place with its underdeveloped economy, culture and education. Many poor families live a relatively difficult life; some even still stuck in solving the problem of food and clothing. Therefore, only a little of money can they spend on the education of their children, most even have to borrow money to send their children to receive education. The employment of the graduates from these poor families, or the employment of the impoverished graduates, is an important part of colleges and universities employment work. It is the main concern of thousands of poor families. It is the most direct and realistic issue of interest. Employment is vital to people, essential to the country, and significant to the harmony of the society. As the representatives of vulnerable groups in colleges and universities, the impoverished graduates are often in a passive and weak position in employment because of dislocated concept, loss of capital, psychological troubles and weak abilities. As a result, they are facing more serious situation than the non-impoverished graduates. Thus they need employment assistance from the government, the colleges and universities,and the society.After making a thorough and detailed analysis on Yunnan employment situation and its employment assistance condition, the paper brings forward some countermeasures of constructing employment assistance system for Yunnan impoverished graduates, based on the theory of hierarchy need, the theory of welfare in contemporary west and the theory of human capital. The research shows that there exist some common features in Yunnan impoverished graduates, such as low initial employment rate, small employment space, dislocated employment concept, heavy psychological burden, poor comprehensive quality and weak employment abilities. These common features lead to the employment difficulties for Yunnan impoverished graduates. At present, three major difficulties of Yunnan employment assistance to the impoverished graduates are unclear employment view, single assistance body and fragmented assistance ways. On the basis of defining the word, employment assistance, the paper focuses on the countermeasures of constructing employment assistance system corresponding to the reality of Yunnan for the impoverished graduates. On one hand, five mechanisms should be established, including government-led mechanism,university’s service-oriented mechanism,family support mechanism, self-motivated mechanism and society-coordinated mechanism. On the other hand, six systems, involving policy support system, financial assistance system, ability enhancement system, psychology guidance system, legal aid system and information communication system, should be set up.
