Urban Residents To Participate In Community Governance Research, Web-based

In recent years, with rapid development of urbanization, the community service has been continually extended and enriched. The passion that citizens have in participating social affairs has become rising increasingly, and their appeal becomes even stronger. However, due to time and space limit, traditional mode hinders the participation of citizens. The development and popularization of internet has changed the traditional participation mode, extending the range of participation, improving the efficiency and passion, and it is playing a very important role in expressing popular will, adopting popular intelligence, piecing people's conditions, and gathering peoples'power. It becomes a new way of community governance.The thesis analyzes the connotation and characters of community governance and internet-based participation, takes field survey on one community in Changsha, interviews some domestic community website, and collects many cases about citizen participating community governance based on internet. On that basis, we first state that community governance based on internet is direct, open, equal, and convenient for citizens to participate. Then it analyzes the reasons of rise of internet-based participation in community governance, concludes the main forms of citizen participation with internet and community governance, and provides additional proof by those real cases. Furthermore, we analyze some other problems and reasons existing in internet-based community governance, such as lack of systematic publicity and rational induction, imbalance between participating subject and growing field, defective complementing system of internet participation, insufficient funds input, ect. Finally, advice is given on how to regularly improve citizen participating community governance based on internet:optimizing medium to improve internet participation, strengthening web instruction to induct citizen, cultivating mature subject to advocate participation, perfecting participation system, and innovating the input system. At the end of the thesis are the weaknesses of the study and prospects to be developed in the field in the future.
