Degree Authorization System In China And Problems

Degree authorization system is the concrete embody of National Administrative Rights in Academic Degree System, it assumes the responsibility of auditing and mandating for the degree granted units. Degree authorization system is an important and fundamental part of the degree system, which plays a global and guided role in academic degree system.This study took a case of "shenbo" from Northwest University of Politics & Law, analyzed specifically many questions in the case, such as inviting the experts of academic degrees committee, the process of evaluation and examination, the functional authority of academic degrees committee, implying that the core problem is the pervasive reflect of discordance between actual degree authorization system and present higher education.This thesis described the history of the degree system and the establishment of the degree authorization system of China, helping us to understand the positive role of degree system in promoting the reconstructions of Chinese higher University and institution.The analysis of the present status about the degree authorization system gives some key problems:the academic authority does not play its role in auditing degree authorization; various degree granted units becoming numerous and complicated increasingly, the number of people needed to be authorized degree increased year by year, the past audit principles and measures gradually became out of date; the degree authorization system itself must be further promoted; the procedures in the system is so deficient that be easily influenced by human factors; the system lacks a perfect supervision system following degree authorization; the distribution of subjects does not coincide well with local economic development; there were no perfect self-evaluation standards in the degree granted units or in the Social intermedial organizations.This paper proposes some valuable suggestions against the above limitations in the degree authorization system. The government should make a macro-control of the relevant factors in the degree authorization, establish a reasonable coincidence between subject construction and local economic development, clearly realize the function and core role about the degree authorization; gradually perfect some mechanisms and measurements in academic degree auditing; carry out some scientific reforms to lead an overall plan in the granted units. These ideas would be very useful and important to further develop our degree authorization system, highly improving the ability of talents in Chinese higher Universities and institutions, so as to meet the requirement of the new situation.
