The position of principals'decision-making has become more important than ever before because of the process of education's democratization, legalization, and school-based administration. Decision-making runs through the whole process of principals' school management and is a basic function of our principals. Although the principal decision-making is a collective decision, The principal is the central figure in decision-making and is the undertaker of the decision. The principal decision-making is influenced by not only objective factors, such as, politics, economy, culture, organization, and so on, but also principals' individual factors. The principals' non-power factors determine the quality of principals' decision when the power factors are equal. Among them, moral authority is on the primacy in the non-power factors and plays an important role to support the principal decision-making.Moral authority is one of the source of principal's authority. It reflects principals' quality and is the essential requirement of school moral leadership. Principals' moral authority is a power which makes teachers, students and others obey voluntarily. It depends on principals' good personal moral character and following recognized school's moral principles and ethics in the process of principals' school management. The formation of principals' moral authority is rooted in the establishment of the principals' correct moral values and in bearing of principals' moral responsibility and in obeying correct moral principles. In this sense, principals' moral authority is an authority which can bear moral obligations and responsibilities for teachers and students because of their pursuing to values, beliefs and ideals.Principal decision-making is a dynamic, complex and complete process which includes not only survey, forecasting and analysis before the final decision but implementation, evaluation and feedback after the decision also. This paper sums up the principal decision-making process to mainly three stages, namely: establishing decision-making target, setting down decision-making scheme and carrying out decision-making, and according this to construct papers' framework. In addition to 1.(?)roduction and conclusion, the main part of the paper has four chapters: Chapter one, points out that moral authority is an important influencing factor of the principal decision-making at the basis of defining and stating paper's key concepts and correlative issues; Chapter two, discusses the support function of moral authority to establish principal decision-making target: moral authority prompt to establish correct decision-making target; Chapter three, discusses the support function of moral authority to set down decision-making scheme:moral authority help to set down reasonable principal decision-making scheme; Chapter four, discusses the support function of moral authority to carry out decision-making: moral authority promote to carry out principal decision-making smoothly.
