The 21st Century is an era of knowledge economy, which is mainly characterized by the innovation and application of knowledge, accelerating development of science and technology and increasingly intense international competition. The development of our nation is becoming more and more dependent on high—quality workers, a great number of innovative personnel, and the level and quality of educational development. Nowadays, countries all around the world place great emphasis on basic education reform. Great importance has been attached to the cultivation of basic academic competence in all advanced countries. In order to meet the needs of learning—oriented society, the improvement of children's basic academic competence is the primary focus of curriculum reform in each country. The ability of reading, writing, arithmetic and information literacy are indispensable to the future citizens and basic academic competence, which is the basis of developing life—long learning and promoting self—perfection and development, becomes the premise for children to adapt to the future society. Therefore, to equip the children with basic academic competence is the primary goal of curriculum reform.Mathematics Curriculum Standard for Compulsory Education stresses that basic education should lay the foundation for the students'life—long learning and should be based on human development. Emphasis should be put on the basic academic competence to adapt to the need for the students' future development. Practice dictates that no matter what kind of special academic competence the students want to develop, it is related to a certain intellectual skills of digesting and assimilating new knowledge, and some elementary knowledge preparation of reading, writing and arithmetics. In other words, the special academic competence cannot exist without the basic academic competence. In this sense, basic academic competence is the foundation for students to develop all kinds of special academic competence. At the same time, it is also the foundation for them to develop their interests, hobbies and strengths in every area of knowledge.In the teaching process, the author finds that the students fail to develop adequate ability to perform calculations and analysis, to organize and to express. In order to address the problems mentioned above, this thesis aims to conduct the research, which puts emphasis on cultivating the students' basic academic competence.Some relevant concepts of academic competence are offered. According to the author, basic academic competence refers to the basic learning experience and the ability of students to acquire new knowledge in the learning process. It includes the preparation of basic intellectual experience and learning skills. In general, the system of representing academic competence are as follows:Cognitive factors, namely, the students' understanding and mastering of knowledge; behavioral factors, which refer to the grasp of skills and expressions; competence factors, which refer to the development of the students' ability to think and make judgments, and their aesthetic ability; sentimental factors, which consist of the students' attitude and interest in knowledge. The basic academic competence is a competence system that develops and improves continuously rather than statically. This thesis discusses the relationship between the basic academic competence and human quality and ability. The basic academic competence is one of the basic development competences, and competence is the external embodiment of human quality, so a certain basic academic competence is an important component of a person's quality. Starting from the principles of developing the students' mathematical reading ability, using mathematical language appropriately, and exposure of mathematical thinking in the process of mathematical teaching, the author explores how to cultivate the students' basic academic competence in the teaching process of middle school, for cultivating the students' basic academic competence in the teaching process is the specific embodiment of education for all—round development.
