In the past few decades, greenhouse gas emissions have become a serious environmental, economic and political problems. If the atmospheric concentration of carbon dioxide and global temperatures continue to rise, there will be a major disaster threats, including rising sea levels, floods and droughts, the spread of deadly diseases and so on. The international community developed a series of international environmental legal documents to address climate change, from the 1972 "Declaration on the Human Environment" to 1992's "Rio Declaration" and the "UN Framework Convention on Climate Change," 1997 "Kyoto Protocol "," Bali road map "and the recent climate conference in Copenhagen. De environmental crisis facing the world, countries to how to deal with, I think "common but differentiated responsibilities" is the best one guide.This article will focus on four parts of "common but differentiated responsibilities" for analysis. The first part of the thesis includes the definition of legal status, purpose and meaning and the formation basis of this principle, for example, derived from the principle of fairness and countries to bear the environment pressure and other factors. The second part is a brief introduction of "common but differentiated responsibilities" principle of the development of profiles, mainly from the principles of the environmental factors and the development of the four stages. The third part of it details the implementation, including the concrete practice of the international community and the specific practice of each country, country-specific practice in major developed countries are and developing countries. The fourth part of this thesis mainly including China's basic stand and respond to the specific practice and challenges. Part V Conclusion of this paper.
