Improve The Yunnan Province, Local Social Assistance System

Social assistance system is the foundation subsystem of modern Social Security System,it is"the last safety net"to guarantee the basic livelihood of poor communities,it Plays an irreplaceable role in protect the basic human rights,promoting the social harmony and safeguarding the social stability.The local social assistance system in Yunnan Province is the research object of this paper。This paper elaborate the status of implementation of social assistance policy in detail,evaluate and empirical analysis the construction and operation of the local social assistance system in Yunnan,try to propose some proposed solutions,and eager to play benefit in improving the social assistance system of Yunnan.Firstly, this paper discuss theoretical basis and conception of social assistance, elaborate that the poverty and equity theory is the theoretical basis of social assistance, illustrate that the social assistance system is the most directly reflected in the system and arrangements of poverty , it is a Institutional measures in order to address the objective reality of social life. The implementation of the main principles is fair priority and at the same time focusing on efficiency.Then, treat the contents of the social assistance system as the main line, introduce the current system of local social assistance system from four areas:regular assistance,emergency rescue,temporary and special assistance. Thirdly, give an empirical analysis and evaluation of the construction and operation in social assistance system of Yunnan. Obtain a common problem of Yunnan Province with the national social assistance system: the scope of relief is limited,the standard is low, binary sub-system setup of urban and rural, management system is not, the contradiction between supply and demand of funds is serious, the construction of the legal system lags behind and so on. As a western provinces with frequent natural disasters,backward productivity,poverty county economic,with a broad and deep poverty in rural. The task of social assistance in Yunnan province is extremely heavy and arduous, which makes that Yunnan has the personality problems in improving the social assistance. Finally, the author suggest that built a integration of urban and rural social relief system,Improve the functions of public finance,establish a complete, unified social assistance law,strength human resources team from the amount and increase to improve the local social assistance system of Yunnan. For the particular situation in the province of Yunnan, the author proposes to develop production and promote employment ameliorate the poor outlook, is the only way to alleviate the pressure of social assistance in Yunnan fundamentally.
