The third information revolution has changed the traditional means of communication, and the emergence of the Internet greatly reduces communication costs, which make the global linkage easier and more difficult to control. In the international political arena, the most direct influence is decentralization. The challenges of decentralization make the national cohesion and cultural attraction as an important factor to increase its soft power. The national consciousness which includes cultural identity and right identity plays a decisive role in ensuring national cohesion and cultural attraction, and also is the important source of soft power. Japan as the world's most classic single nation-state, its national consciousness is particularly important.The author explains the origin and connotation of soft power-soft power and interdependence, soft power and hard power, the source of soft power; defines the national consciousness; interprets the relations between soft power and national consciousness in information age.In chapterⅡ, the author thoroughly analyzes Japanese national consciousness-formation conditions, features, and the effect in influencing Japan's foreign policy.At the end of this paper, the author summarizes the role of Japanese national consciousness in its soft power. At the same time, the paper provides some references to China's national consciousness formation and enhancing the soft power.
