With the 30 year's reform and opening up, China's domestic and international political, economic and social situation has undergone dramatic changes. There are some new situations and challenges in building of the party's grassroots organizations and rural social management. For a long time, the members of the township party committee were appointed by county-level party. The broad masses of party members and civics have no right to vote and decide. The traditional approach has led to many problems: Frequent transfers of cadres; Township party committee members only have responsible for higher party committee, and ignore the responsibility to the lower. Most importantly, the corruption phenomenon of buying or selling office position is beginning prevail. The rights of majority of party members have been violated. And, the awareness of the ruling party is gradually weakening among some party members. The lagging construction of township party committee, to a certain extent, affects all other fairs'development of rural area. Many party members and the masses are beginning to criticize the township party committee's ruling style and leadership style. All these cases will affect the legitimacy of township party committee. So in order to deal with these problems, many areas have carried out some explorations to reform the electoral system of township party committees. So, through generalizing these explorations and extracting the common factors which contain in these cases, we can have a total interpretation about the electoral system reform of township party committee. And then the main purpose of this article is finding the corresponding solutions. The Theory of Institutional Change in New Institutionalism is used to explain China's township party electoral system change in this paper. The main methods used in this paper are literature analysis and inductive method. According to these methods, the paper is to find the motivations of township party electoral system change, the subject of institutional change, and the interaction between formal and informal institutions. The main findings of the paper can be summarized in the following aspects: township party electoral system change was a gradual change which is caused by the pressure of higher party committee. Though this kind of pressure is important to the development and improvement of the inner-party democracy and rural democracy system, the local efforts cannot be ignored. Some areas get a lot of progress by emancipating the mind, pioneering and innovative. We also cannot ignore the disadvantages of this change Mode which need to be solved in practice by multi-channel and multi-angle. If these problems were not dealt properly, the construction of Inner-Party Democracy and socialism democracy with Chinese characteristics would be impeded.
