So it is necessary to lay down hygiene law to regulate the issues mentioned above as soon as possible, invest more on the fields of the hygiene cause, cultivate more special talents, and expand mental hospitals, in order to make the majority psychiatric patients and the suspected patients get the scientific diagnose and treatment, induce the possibility of the power rent-seeking for the lack of the funds under the commercial operation mode, make the compulsory medical treatment for the mental patients exert its due functions:to benefit the patients, and protect the other social members as well, in that way, the necessary conditions for the patients back to the society can be created.
