Comprehensive Enforcement Of The City Administration

The implementation of relatively-concentrated administrative penalty mode is to solve such mechanism problems as multiple administrations, repeated penalty and harassment to the citizens in executing the relative law. However, after years of practice, there are a series of cases of violent enforcement of the inspectors and violent resistance from the peddlers keep emerging, which results that city management becomes a hot issue of social dispute and public opinion. As an inspector of city management, I make myself thinking about it. Whether the enforcement of administrative law is essential for the city management or not? Why so many people and researchers criticize it?The thesis contains five chapters, chapter one has a brief introduction of some essential problems in law enforcement; chapter two introduces the Shanghai execution of administration such as the organization, power and etc.; chapter three lists major problems in enforcement of administrative law; chapter four analyzes the subjective and objective reasons which lead to those problems; the last chapter is to give out some solutions towards the above-mentioned problems.
