On December 12, 1993, the Russian Federation in the form of a referendum passed the first post-independence constitution of capitalism and on December 25 entering into force. The new constitution formally established a semi-presidential system, and the Russian Federation implied the system of capitalist countries, specifically the electoral law by the President of the Russian Federation to be refined and regulated. Semi-presidential system of Russian-style is the lack of democracy at home and economic foundations, so as a representative of the Western world, President Yeltsin must build up it by strong force. Although in the establishment of the road semi-presidential system of the Russia have experienced fierce fighting between "presidential groups" and "parliamentary groups", finally president Yeltsin has undergone the test of fire,blood and tears, not only the successfully bypassing Parliament and establishing the semi-presidential system, but also taken series of political measures and legal means to consolidate the system of the Russian Federation President. "Presidential groups" use the success of the presidential election, and sent message to Parliament and the international community to the interpretation, which the semi-presidential system has been successfully transplanted to the unique political,economic and cultural body of Russian Federation. From April 1991 to July 2009, the Russian Federation has developed a total of four federal presidential election law, and based on electoral law has elected five presidents. According to April 24, 1991 "the electoral law of the Russian Soviet Federative Socialist President", the first Russian President Yeltsin come into being. According to April 21, 1995 "the electoral law of President in the Russian Federation", president Yeltsin was re-elected as Russian President. According to December 1, 1999 "the electoral law of the President in Russian Federation" and January 10, 2003 "the electoral law of President in Russian Federation", Putin was elected as the three—term and four—term President of the Russian Federation. Recently, Based on the current "electoral law of the President in Russian Federation" Russia elected Mendeleev as the fifth President of the Russian Federation. Russia's presidential system was established in 1993 in the fierce struggling environment. However, in the Western countries which imply presidential and semi-presidential system today, President of the Russian Federation may be the most powerful president. With Russia's domestic economic situation and democratic forces improving, in accordance with which the Russian Federation will be moving correspondingly, but because Russia's fundamental economic problem is not to eradicated, and the democratic forces in Russia have not yet developed strong enough to be able to dominate the situation in Russia, at present the Russian people still hope that the President of the Russian Federation is able to suppress the instability in Russia.
