In Malaysia, in spite of continuous parliamentary rule, the regular holding of elections and a law system, but we think in this article that the state is typical regime, which powers of the executive is dominated. Why the Malaysians themselves seem to suffer the authoritarian rule by law?In research on polity and political culture of Malaysia, scholars home and abroad focus on the aspects following:history, political events, ethnic culture and government-dominated economic development. When exploring the formation and legitimacy of regime, scholars pay more attentions on sides as historical customs, undeveloped economy and the ethnic culture's obstacle to democracy. There is much omissions in research of correlation between political culture and its regime.We will explain the legitimacy of regime in Malaysia from the aspect of political cultures. Author reckons it is developmentalism that offers the legitimacy of authoritarian, which is ignored by most of scholars. In the third part of the article, we can see developmentalism are prevailing in Malaysia besides ethnic culture by exploring the political values, awareness and orientations of politic participants. The developmentalism can be characterized following:the people's attitudes towards life society are more conservative, they pay more attentions on economic growth and the increase of social welfares, rather than democratic freedom and rights of civilian, it makes people acquiesce with a repressive authoritarian that has good performance in economy-developing.However, decades of economic rapid development make it's social structure restructuring, one of the most change is the civil society is burgeoning and become more and more active, the civilians are no longer satisfied with the economic growth and welfares, they claim more political rights, in a word, these political tenets make the translation of Developmentalism, the author reckons that this new political culture deaden the participants'identification with authoritarian and courage them to change the status quo, the emergence of "reform movement" is the best explanation. Though the movement couldn't change the status quo of Malaysia's politic, it rushed at the political system. About this, one point should be more bewared:the internal element of democratic in Malaysia can't function lonely due to some restriction; external factors become catalyst for change. Therefore, international elements are seen as important variables in the article, the complicated international influences will make the political process of Malaysia more variable on the tide of regionalization and globalism.This article have views following:from the aspect of political culture, developmentalism support the presence of authoritarian in Malaysia, but the emergency of the democracy ferment make the regime contested, complicated external elements make Malaysia's political process more variable, sustaining a repressive authoritarian in Malaysia become more and more difficult. |
