Socialism With Chinese Characteristics And The Context Of Democratic Political Party And Government Relations Standardized On The Analysis

The core of socialist political system is inter-party relations. Comrade Deng Xiaoping pointed out:"The purpose of political system reform, on the whole, is to eliminate bureaucracy, develop socialist democracy and mobilize the enthusiasm of people and grass-roots units. Through the reform, properly handle the relationships between rule by law and rule by man as well as party and government." Therefore, the party-government relationship based on the party is the basic problem of modern democratic politics. The normalization of party-government relationship is a direct reflection of the party's leadership and governance, which embodies party's effective leadership and determines the performance status of country's political system and social system, thereby affects the achievement of state's constructive goals. As the relationship between the party and government is increasingly becoming prominent, the exposition on this issue in academic field is also increasing directly or indirectly. The party-government relationship has now become an unavoidable question in the study of current political theories. Studying the party-government relationship and questing of its normalization have a great significance in the contemporary development of socialist democratic politics with Chinese characteristics.This thesis makes a choice of the perspective of socialist democratic politics with Chinese characteristics and conducts the research in the condition of putting the inter-party relation within the framework of parties, public power and people then is trying to explore a new method to construct inter-party relation. This thesis is divided into three parties:PartⅠ, discusses the pertinence between socialist democratic politics with Chinese characteristics and the normalization of inter-party relation. From analyzing the relations between socialist democratic politics with Chinese characteristics and the normalization of party-government relationship, defines the socialist democratic politics with Chinese characteristics, illuminates the normalization of party-government relationship and puts forward analytic framework of party-government relationship as well as discusses the relationship between them. PartⅡ, recalls the theories of party-government relationship of Marxist party and puts emphasis on the analysis of the exploring and failure on the problem of party-government relationship of the Communist Party of the former Soviet Union. Analyze their successful experiences and failure lessons which give enlightenment to the normalization of party-government relationship and comment on the history and current situation of the development of our country's party-government relationship. PartⅢ, discourses the basic principles and mode of choice of normalizing party-government relationship. Mainly use the party-government theories of Marxist, compliance with the current situation of Chinese party-government innovation and development. Based on the development of socialist democratic politics with Chinese characteristics put forward the basic principles of constructing normalized party-government relationship and the model of choice based on these principles.The innovative points are firstly, from the perspective of socialist democratic politics with Chinese characteristics, research the party-government relationship. New perspective certainly leads to new train of thought. This article is on the basis of fruitful achievements of academia, through putting the party-government relationship into the framework of party, public power and masses. In order to straighten out the relationship between party and government, the author thinks that the factor "masses" must be taken into consideration. In different social patterns, the relations will be different among the masses, political parties, and public power so that it is same to the party-government relationship. According to this line of thought, the author proposes to build a new type of party-government relationship. The basic points are:this new type of party-government relationship can effectively influence the state power, but can not substitute the function of state power; can formulate and implement policies, but not replace the law by policies; can establish the prestige of the party, but not take other groups' political space in the name of party organization; not only control the state power legally, but give full play to the role of state power; not only lead legislation and ensure law enforcement, but also set an law-abiding example; not only conduct democratic and scientific governance, but also governance by law;.not only effectively prevent " westernization" and "differentiation", but also do a good job to anti-corrosion. Secondly, from the perspective of history, summarize experiences and lessons and systematically illuminate the construction of new style of Chinese party-government relationship. Only from the historical aspects to have a better understanding of the outside world, can we do a good internal and external job. Thirdly, this article analyzes the factors and causes which constrain the normalization of party-government relationship in contemporary China and then discourses the principles and route choices of the normalization of party-government relationship.
