The executive power is the most critical aspect in the state power system ,and its ever-expanding tentacles almost affect every area of social life. Comparing to the legislative power and judicial powers, its configuration and operation is more direct and extensive that affects the vital interests of the main body . The expansion and inflation of power will be extremely dangerous to the rights of citizens, Civil rights and executive power are relative contradiction , if one part of both will expand unlimited which is bound to affect the balance of the relationship ,and will be imbalance in energy .But executive power is often in a strong position, civil rightsare in a weak position, thereby it is extremely necessary to limite the variation and the expansion which will ensure to achieve the purpose of setting and operating the administrative power.
