The Current High Incidence Of Corruption Phenomenon And Countermeasures Probe

Combatting corruption is the hotspots inner and outer the party and all over the world. The 17th CPC National Congress defined combatting corruption and building a clean government together with ideological constrcution, organization constrcution, style constrcution and system constrcution as the foundmental tasks for the first time. To incoporate this foundmental task into economic constrcution, political constrcution, cultural constrcution and party constrcution, this paper summarized the measures to prevent and cure corruption radically through a systematic analysis on the reasons for the high incidence of corruption on the base of the current corruption situation, then offered exercisable and theoretical reference to practice.This paper carried out a deep and objective analysis on the situation and new characteristic of the current high incidence of corruption in our country by adopting case analysis method, statistic analysis method and document analysis method and also analyzed the primary cause from subjective and objective aspects by true cases: value dislocation of some cadres, great resurgence of "officialdom" being the subjective cause, the obvious defects existing in the system against corruption being the objective cause.After a comprehensive and systematic analysis on the current situation and reasons for the current high incidence of corruption, starting with buidling and strengthening the system against corruption, this paper finally put forward new suggestions to control the incidence of corruption: try to build up the trinity system of "combat corruption systematicallym, ideological education and international cooperation" that addressed both the symptoms and root cause of punishing and preventing corruption; conbine the impetus of reformation, persuasion of education, sanction of institution, balance of supervision and deterrent of punishment organically to cure and prevent corruption scienfically and effectively, offering a strong guarantee for the harmonization of the society.
