In The Governance Of Urban Community Residents Participated In The Study

As the rapid development of Chinese social and economic, the social life of residents and the entire structure of society has changed dramatically, and the person as a "member in an organization" has been gradually transformed as a "member in the society". As the smallest unit in the city administration organizations—The Community faces reforms and adjustments, its essence is that the government separates itself from center of both power and responsibility, shaping the cooperation of the government and community organizations in community's service and management by means of fostering community. Its core is to realize the conversion from a unitary community administration by government into plural cooperative governance in urban community. As the most important main body of community participants, the residents' participation has the important meaning to realize the community governance. Presently, our country's urban community residents participation also occupy the initial stage, thus, a lot of problems shall be solved. So, explores how government inducts and cultivates the resident to participate community governance has the practical significance.The thesis combines the conclusion of literature, the interview and the questionnaire, Based on analyzing some theories of the meaning of urban community governance and resident participation, mode and meaning of resident participating community governance; through the research of Kaifu District's community in Changsha, dissecting some problem about the resident participation in the community governs. We find that there are some problems, just like without high active participation, the range of participation is limited and deficient, and the channel is impeded. There are many reasons for the residents are of lower quality and with lower participated inclination. The imperfect community governance structure is the in-depth reason; the basic reason is the leakage of benefit system, which is for the resident participating; the realistic reason is insufficient of residents' participation condition and the weakly consciousness of the community is the immediate cause. Aim at these questions and reasons we propose some solutions to expand resident participation. All these can be summarized as follows: consummating community governance structure to provide a good external environment; cultivating community consciousness and promoting participation passions; constructing the community benefit system and enhancing benefit recognizing; promoting the residents' quality and enhancing participation ability; expanding participating channels and strengthening the system of participating, and so on. In this article we anticipate promoting community widely anticipating community affairs, enhance the positive effect of anticipation and realizing the effective governance on city community by fulfilling these solutions.
