In the 1980s, the western scholar designed the concept"deliberative democracy". But deliberative democracy in modern meanings first appeared in China. Deliberative democracy in multi-party cooperation is the initial and main form of Chinese characteristic deliberative democracy. Deliberative democracy in multi-party cooperation is a form of democracy——Under the leadership of CCP, on the condition of Chinese national condition and the CCP's theory of united front, the CCP discuss the political, economical, cultural, social life questions and achieves the mutual recognition finally. The theory of deliberative democracy in China is different with west's. It complies with trend of the Chinese democracy development and has the huge superiority and the formidable vitality.The infancy of People's Republic of China is one of the most period that deliberative democracy performanced well. The essay defined the period of the infancy of People's Republic of China from preparing the first Chinese People's Political Consultative Conference (CPPCC) to the first national people's congress (NPC) .
