Reform Of China's Household Registration System, Rule Of Law Perspective

China's Household Registration System is an important system in any history period. The household registration system in ancient China was a tool that the governing class used to control the socielty,which was laden with the responsibility of society controlling and taxes. The reform of the household registration system in ancient China gave expression to the conversion from the identity of consanguinity to the identity of profession. Traditional household registration system turned over a new leaf by the impact of the spread of Western influences to the East, which began to change from State-Home management to protecting individual rights management in modern times. Today, household registration system is also closely interrelated to labor,education and employment which is the people's vital interests. While it also begins to change on system and logos lays from the military control to the public order,and finaly to the serve the people. In this paper, it exposited the household registration system evolution course of identity to contract, which is from the taxes and corvee of household system to the taxes and corvee of identity profession system, from the identity profession system to the pao-chia system,from the pao-chia system to public security system and finaly to the new system in New China which ensure the people's rights. Under the rule of law perspective, it attempted to survey the reform and development feature of household registration system in different period,the influence factor of household registration system reform and its historical limitation, which could provide some beneficial view for today's reform of household registration system.
