The number,size and impact of International Non-governmental Organizations(INGOs) are increasing with the progress of globalization.One of the demonstrations of the more and more important role that INGOs play in the international affairs is their influence over the political security.On one hand,INGOs are helpful in global governance such as environmental protection,public health,human rights,religion and arms control.On the other hand,however,they harm the political security of many developing countries with the mask of"liberty"and"democracy",acting as the tool of the Peaceful Evolution Strategy of some developed countries.Ever since 1980's,many INGOs have come into China and have been proactive in such fields as environmental protection,public welfare and social development.Meanwhile, we cannot neglect the negative effect that INGOs bring out,including export of democracy,support of splittism and intelligence collection.Among which is the well-known Soros Foundation.This thesis tries to discuss the working patterns of INGOs and their existent and/or potential threats to the political security by case study of the Soros Foundation in three Color Revolution Countries,Russia and China.Therefore,the conclusion will be drawn that INGOs are inherently two-sided,and should be treated objectively and justly.
