| From Qin dynasty to Tang dynasty, county was the China's primary administrative region. Though the name and domination area for China's primary administrative region changed in different history period, county was the main form for the primary administrative region. Besides, Qing dynasty began setting up its administration from county into countryside which was governed by county directly. Therefore, county can be regarded as the basic form for China's primary administrative region. During the period of the Kuomintang (KMT) national government (1927-1949), modern county system was basically established. The form and building of KMT national government county system was divided into two periods. The first period was from 1927 to the September of 1939. In this month《the Outline of County Organization》was issued, and this period was called the period of《the Outline of County Organization》。In this period, KTM national government issued《the Law of County Organization》,and planned to carry out autonomy system in county and countryside. The second period was from the issue of《the Outline of County Organization》in the September of 1939 to the collapse of KTM national government domination in the mainland in 1949. This period was also called"new county"period. Through the analysis of the county system of KTM national government by history method, we can get an outline of the primary administrative region. Meanwhile, we can know something about the administration organization. This essay mainly adopts the method of system analysis to analyze the county system of KTM national government. The center of the system theory is political system and government organization, and by studying concrete political phenomenon, we can draw a conclusion about the politics in that history period. In this way, by the analysis of the political system and government organization of the county, we can know the value of county system of KTM national government. Besides, we can also get something new from a new viewpoint. |
