| This paper attempts to carry out a study of democracy from the perspective which is different from the Western perspective of procedural democracy, and this study is based on the Marxist perspective based on the methodology.This article first reviewed the concept of Western democracy with the historical evolution and the origins and the general democratic concept of Marxism, on this basis, from the principles of dialectical materialism and historical materialism, with the combination of the concept in political science the effectiveness and legitimacy, further analyzed the concept democracy, analyzed the relationship between the effectiveness of democracy and the legitimacy of democracy, clarified that it should mainly from the effectiveness of democracy rather than the legitimacy of democracy define the concept of democracy. This shows the inherent requirements of democracy and the significance of the effectiveness of democracy playing a decisive role .And then through the examples of democratic practices of all countries in the world to be further proof of the main points of this article, we pointed out that in the evolution of democracy of West, in Third World countries in Latin America's democratic crisis, emerging economies in East Asia countries, and practice of democracy as well as in China since reform and opening up the effectiveness of democracy are to play a dominant role in democracy and demonstrate the nature of the inherent requirements.This article concluded that we should use dialectical logic to define the concept of democracy by recognizing the most critical elements in the starting elements of democracy. |
