The modernization of China depends on rural modernization,so it is our country's only way of modernization,which building a socialism with Chinese characteristics in the mechanism of rural governance.Both the political circles generally and the theory academia have played close attention to the rural governance.There is very large exploration space in rural society research,in order to solving or answering the puzzled reality of the countryside.Have been expounded mainly that the realistic meaning and theory meaning of the research of the rural governance mode in the part of the preface,and has carried on the summary to the present situation of the rural governance and introduced the research approach and writing mentality of this article simply.The illustration of the text was launched with the train of historical development in the four chapters.The rural governance mode in the early years of the new nation,the reform, the new time has been analyzed separately,and the final part proposed the mentality with coordinating urban and rural development model to govern the village.The rural governance mode of 1949—1983 has been analyzed in the first part.The township(administrative village) pattern and the people's commune pattern of village government pattern have existed successively during this period.First,the village government environment background has been carried on the analysis during this time; Next the township pattern has been elaborated,and carries on the analysis to its historical contribution and the flaw;Finally,the people's commune pattern and it's historical contribution and the flaw has been elaborated.In that time these two kind of patterns all suited the social development need,promoted the social economy development,and maintained the social politics stability.But along with historical development,its structure flaw and the system barrier had been doomed its defeat result,it was substituted by the new government pattern.The rural governance mode of 1983—1998 has been analyzed in the second part. After 11 session of Third Session,China entered which was called the reform and open policy new time,under this environment background,the mode of town regime—villager self-rule appeared.This part carried on the analysis of the time background of the village government after reforms firstly,then elaborated the start,the nature and the development present situation of "the town regime and the villager self-rule" government pattern,finally has carried on the analysis to this pattern's unsustainable.This pattern has lasting achievements in the national industrialization advancement,but its negative effect is also obvious.In the actual movement,it departed from the original intention gradually which it set up at first,further and further away from the people's democracy,becomes the hindrance of the social progress,therefore must carry on the reform to it.The rural governance mode of after 1998 has been evaluated in the third part.This time is under the environment background of the taxes and fees reform and the new rural reconstruction,villager self-rule pattern was still used in the village government,it is the continuation of the town regime—villager self-rule mode in a certain extent,in this article it is called villager self-rule "later period",and has carried on the analysis to its characteristic,then has carried on the analysis to actual movement effect of the present villager self-rule.Enters the new century,the villager self-rule is transforming diligently from the democratic outer covering to the entity content.The new rural reconstruction of the new village government pattern has been pondered in fourth part.The village government difficult position has been analyzed in the new rural reconstruction,and the preliminary evaluation had been carried on to the representative government patterns of the current academic circles.Finally,the article proposes that we must jump out the mentality of "governs the agriculture by the agriculture",using coordinating urban and rural development model to govern the village from the angle of plans the city and countryside development,and proposes the main countermeasures of this pattern.
