Rural Clean Government Thinking, The New Situation

The Chinese Communist Party's sucesssive leaders have been attaching great importance to its role in promoting the economic and social development of rural areas.According to the regulations stated in Chinese Communist Party grassroots organization in rural areas, the township party committee(hereinafter referred to as township and town party committees) and village party branches(including Party Branch,party committees,the same below) are the party's grass-roots organizations in rural areas.They play a leading role in various works both in towns and villages.Chairman Hu Jintao further expounded the importance of building grass-roots organizations in the rural areas,pointing out that "through solid work and unremitting efforts,guided by the'Three Represents,the rural grass-roots organizations should establish close ties with the masses,propagandize among the masses,organize the masses to build new socialist countryside,which can provide a more powerful political and organizational guarantee for the reform, development and stability of the rural areas.So to strengthen rural grass-roots party organization building,especially clean government building,which is not only of great necessity to solve the issues of agriculture,farmer and rural area and to build a comprehensive well-off society,but also to consolidate the party's ruling position in the rural areas and to raise its self-construction level.In the new age,the construction of rural grass-roots clean government faces new situation and has to meet the new requirements.On the basis of summarizing its previous construction experience,this paper has thoroughly and scientifically studyed its shortcomings,trying to solve them in a gradual and steady manner so that greater progress can be made in building rural grass-roots clean government. Guided by Deng Xiaoping Theory,"Three Represents" as well as the guidance of scientific concept of development,based on the comparative studies of previous research achievements,by adopting field survey,collecting information,organizing data and charts, consulting a large number of documents,using deductive reasoning, this paper has made a general conclusion.This paper is made up of three interrelated,progressive and integral parts.In the first part,what is rural grass-roots clean government building as well as its connotations,characteristics,status and impact factors are discussed one by one,which lays a brief and clear basis for the following passages.On the basis of summarizing previous successful experience,and combining the new situations and new conditions,the second part will focus on the present situation of the rural grassroots clean government building and disclose those problems existing in the process of clean government building one by one.As the most important part,the third part will mainly focus on how to build rural grass-roots clean government from the following four aspects:revolving around new country construction,improving and strengthening education,gradually improving and implementing the system,and further exploring solutions to tackle those problems.By adopting these measures a new blueprint of the rural grass-roots clean government building has been depicted comprehensively and accurately.
