Comrade Mao Zedong pointed out: "if the political route is determined, cadres are the decisive factor." To achieve effective and correct Party's leadership, we must pay high attention to the issue of cadres and fulfill related work. Party cadres are the determinative strength to carry out Party's leadership. The issue of building the contingent of cadres is the core in the Party's organizational work. Assessing the Leading cadres of the party is an important part of the work which has always been paid high attention from Organizational and Personnel Department. Logically, the leading of the Party needs the management from the Party on the cadres; the key is the examination to cadre. In this sense, the examination will play a "plane-axis" in the selecting and using the cadres, enhancing the legitimacy of governing and ultimately achieving the correct leadership of the course.Establishing a scientific evaluation mechanism for assessing cadres is the foundation and an important link of the building of the contingent of cadres. To a large extent it relates to a success of the reform of the cadre-personnel system, the smooth development on the economy and various social undertakings, and the smooth realization of the Party and people's benefits. The establishment of the scientific and rational mechanism for assessing the leading bodies and leading cadres of the Party and government will help guide the leading bodies and leading cadres at all levels conscientiously implement the scientific concept of development, foster a correct view of political achievements and solidify a correct view of the masses; help objectively and impartially evaluate the government leaders and leading cadres; help create a good environment for the leading cadres of moral integrity who acquired the outstanding achievements, help provide the institutional protection for the leading cadres at all levels in Party and government to improve the ministerial ability; help inspire the leading cadres at all levels in Party and government with the entrepreneurial enthusiasm, thus finally in the comprehensive make new contributions in coordinated and sustainable economic and social development and the social harmony and stability. Assessing the leading cadres is not only an important theoretical problem, but a major concern reality. For a long time, scholars at home and abroad attaches great importance to the work of evaluating officials. They actively carry out research in theory and active exploration in practice and good results are achieved. Because of the unscientific appraisal standards, the discretion of the scope of the main body, the limitations of itself, the lack of the incentive mechanism, which is caused by the insufficiency of the utilization of the evaluation results, and other factors led to some phenomenon, for example, assessment distortion, is -still largely exist. Distortion in the assessment is still the fatal problem of work on assessing cadres. It embarrasses the objective and impartial and accurate evaluation on cadres, and made extremely unreasonable phenomenon in the building of the contingent of cadres which greatly dampened the entrepreneurial enthusiasm of most cadres. "It is the same result for working or not, for working more or less, and for working hard or falling asleep." As a result, many researchers at home and abroad believe that an assessment problem is a worldwide problem to some extent.This text is based on the research of this pilot integrated practice on assessing in Party and government Departments in our district which is carried out by the CPC Central Committee Organization Department, in combination with the examination result of our leading cadres in last several years, take the perspective of the input, the operation, the output and the feedback of the system, to make the in-depth comprehensive analysis on the causes of assessment distortion with the integrated use of the system theory. On this basis, with the utilization of methods and motivation theory such as mathematical statistical analysis, synthesizing technology on evaluation information, 360-degree performance appraisal, It points out the countermeasure from the assessment indicators, main body, methods, results and feedback, to avoid Distortion and untruth in assessment and improve the accuracy and scientific assessing to cadres.
