So, the study is of great significance for Unifying thought and thoroughly applying Scientific Outlook on Development.In the article, we defined basic concepts of development and the development concept .And pointed out the difficulties in the development of developing countries,and analysisd its causes.Second,we use to comparative analysis and system analysis method, and gave exposition of Deng Xiaoping,Jiang Zemin, Hu Jintao, the three leaders of Scientific Outlook on Development, and form the background of the formation process, as well as the main content. Reveals the reform and opening up, China's social development at each stage have a corresponding idea of the inevitability of the development and pointed out that the contact between them and changes in the intrinsic, that is the same strain and with the times. From Deng Xiaoping's development is the overriding principle to the development of Chinese are the top priority in governing and rejuvenating the party, HuJintao to the scientific development concept, development is the first prerequisite.
