The study on U.S.policy toward China is an important part of international relations study. In American political system,the President of the United States is the core of foreign policy-making elites as the leader of U.S.foreign policy.The president's cognition on China is the reflection of the policy-making elites' opinions on China issue,is also the direction foundation of policy toward China.This thesis observes and analyses the U.S.foreign policy toward China during 1989-2005 from the angle of cognition.Firstly,I itemize the diplomacy power of the President,the role of the President's cognition and the factors that affect the President's cognition.Secondly, I describe three Presidents'(George.Bush,Bill Clinton,George.W.Bush) changing cognition on China and the policies toward China,then I search the link between the Presidents' cognition and their policy toward China,and analysis the characteristic of three Presidents' cognition.Lastly,I can conclusion that the President can't monopolize policy toward China,his cognition on China only reflects the mainstream of social opinions, but the President's cognition can affect the attitudes and opinions of policy-making elites and diplomats,congress and masses when they talk about China.The President's cognition is important in the development of Sino-American relations.In order to improve the U.S.President's obverse cognition on China,China can take two important measures to affect the U.S.President's cognition on China.The first step is to enhance the comprehensive national strength of China;the second is to carry out effective diplomacy actions toward the United State.
