Abstract/Summary:
Governmental Development Assistance (or so called Official Development Assistance, Abbreviation : ODA ) Is a policy orientated to foreign states ,With politic & diplomatic aims and long-term strategic intentions. Ever since 1979. Japan had launched the policy of ODA to China. The implement of ODA to China is a crucial factor in the relationship between China and Japan ever since the reconciliation of the two countries. This had played an important part in the Sino-Japanese relations and is the symbol of their friendship. In the 80TH 20 century, the main aim of ODA is strategically to prompt export in economic , so as to supporting directly the investments to China and assure the stability of resource supply. After the Cold-War, The ODA had came to a substantive change. The ODA policy had changed from "Development Assistance " to "Strategic Assistance" , In which non-economic factor increased obviously .With such change, Japan had the intention to restrain China both in economic and in politics. Sine the beginning of the 21 century, Japan started to regard China as her adversary, Adversary, Meanwhile, reduced largely the ODA loan to China , Restricted and took precautions against China many fields. This thesis stated the background of ODA , her historical development, the content of the adjustment and the reason . The scientific principle analysable and historical observation of those questions of such adjustment which effected their relationship and future trend. In the hope that this could offer a fresh view-angle in the process of recognizing Sino-Japanese relations after the cold war, and the international politics situation of North-east Asia.
