After the Cold War,United States became the sole super power and had the strongest strength and sway all over the world.As the first American government after the cold war,Clinton administration set the strategic target to build a unipolar world leaded by U.S..The Kosovo question provided a historic chance for U.S. to carry out its global strategy.Clinton administration pursued the policy of actively intervene in Kosovo.the reasons are as follows:firstly,it was determined by the American global strategy to build a unipolar world leaded by U.S.;secondly,it was closely related with the new strategy of NATO which turned NATO from a regional organization into a global one;thirdly,to weaken Russia by the extrusion of the strategic space to exist and influence range of russia,so as to prevent Russia to become a threat to U.S. and its other western allies again.America's military attack to Yugoslavia shocked the whole international community,and did a lot of harm to the international peace and stability,destroyed the world pattern,and had a strong impact on the international strategic situation and international relations.The worldwide issues on religion and ethnic groups bacame much more complicated.The world peace suffered new challenges.As a military interfere action without the authorization by UN security council,the Kosovo war launched by U.S. broke the basic rules of international law and international relations,and had a very deep,long-lasting and profound influnces.Clinton administration's Kosovo policy was the base of the Bush administration's Kosovo policy which strives for the independense of Kosovo actively.Supported by U.S. and some EU members,Kosovo unilaterally announced its independense on Feb.17,2008.The Kosovo question enters into a new process and its final resolve is determined by the games of the big powers of the world.
