Study Of Local Government, Public Administration Costs

For many years, influenced by the traditional idea that the cost belongs to the economical concept, and has nothing to do with the science of administration, there are many unreasonable factors in the scope and the structure of our government cost, especially local authority's expenditure. The consciousness of administration cost is poor and the problems do not count the cost in the administrative activities are quite prominent. The starting of New Public Administration theory and the global reform "Government Restoration" has been affecting the models of public finance enormously. So the government has changed the attention from public revenue to the expenditure.There are some innovations in this thesis. First, the thesis put the study about the control of public expenditure on the Local authority order to achieve two goals: one is to emphasize the value of local authority public administration disbursement. The other is to stress the value of financial control, especially the control of public administration expenditure. The control of public expenditure has formed a system and has the specific analysis frame overseas. But at home, we have just started to study local finance and public finance management. This thesis unifies two related subjects and has certain innovation. Next, this paper has the nature of interdisciplinary. Since the 1970s, the interdisciplinary research has emerged rapidly. Therefore, this paper also attempts to carry on interdisciplinary to introduce some different disciplines and theoretical analysis methods.The paper is consisted of five parts. The first part summarizes the definition of administrative cost, the significance to study the Local authority's administration cost, the studying method as well as the existing questions of research on the problem. The second part elaborates the present situation and the demerits of local authority administration cost disbursement; The third part analyzes the reasons of local authority administration cost excessively high; The fourth part discusses the international experiences; The fifth part probes into the countermeasures from the theory and the practice angles to consummate cost.
