The government decision-making is the core of the public administration process, its success or not, directly related to the public administration's quality. public choice theory have done massive research about the reason of government's decision error and how to solve it, and it's system and deeply research has been profound influence in western public administration reform since 1970's.But this theory has many flaws when uses the individualism methodology, the economic man analyze in the research of government decision error question, even may say that is the extreme, so its scientific nature and has lost the reasonable essence to the practice guiding sense.
