Harbin Liberated Area "rural" And Regulations Study

As one of the earliest liberated big cities, Harbin has always taken guaranteeing people's lives as the leading idea on the issues concerning agriculture, countryside and farmer(ICACF). The suburban farmers'need of land, need of livelihood, need of productivity development and agricultural construction is given enough concern. On this basis, municipal administrations formulate and issue relevant legal documents according to their own functional authority. Therefore, ICACF legislations tend to be complicated and multivariate. Some legislations are complete and stable, while some are more practical and easier to operate. Some are brief and concise, serving as the supplement to current legislations. Agrarian reform legislation is a solution to suburban countryside land reform. Farmers can get the land, and their dream of possessing land comes true. Agrarian cooperative organization legislation acts as a rather typical legislation. It adjusts mutual-assisting cooperation in the countryside, and it gradually eliminates individuality and separation in farming operation, and it paves way for the conversion from micro-economy to collective-economy. Legislation on vegetable production indicates the features of suburban countryside farming which is different from the common"crops-centered"countryside farming. Legislations, aiming at protecting suburban farmers'democratic election rights, reinforce and ensure the achievement of land reform, guarantee the exercising of farmers'political rights. This is an improvement of farmers'legal consciousness as well as cadre-mass relationship. Immigration legislation functions as a solution to the livelihood of unemployment and half-unemployment and its pressure to the city. ICACF legislation in Harbin Liberated Area, does not act blindly by divorcing oneself from reality. It is made with reference to the legislation experience in the Base Period and other liberated areas, and it is innovated and developed on the city shoes. It does influence the agrarian legislation in New People's Republic of China.
