Study Of Local Government Emergency Management Of Sudden Natural Disasters

As the important duty of a modern government, to maintain public safety is the requirement of setting up a harmonious society. It is very important for a government to meet an emergency management for abrupt and natural disasters, to form a sound and perfect emergency management, to improve abilities to cope with crisis, to set up the government good image. Influenced by the warming of global weather and other effects, abrupt and natural disasters have caused great disasters to some countries and areas, it is also for China. So, the local government must pay much attention to its protection work from disasters, offer utmost effort to lower the losses of the economic development and people's properties caused by natural disasters, therefore, to ensure the sustainable development of local economy.In this thesis, the author takes Chenzhou city as an example. By investigating its several special big floods, he analyzes and summarizes Chenzhou city's conditions of emergency management in these disasters. Summing up the experience from the practice as the lessons of future practice. He finds out that the traditional emergency management of local government exists many problems, such as, focusing on "emergency treatment" while ignoring "emergency management", focusing on "doing everything by the government" while ignoring " launching the whole community to fight together against disasters", focusing on "launching administration methods" while ignoring "administrating according to the laws", focusing on "each department administrates separately" while ignoring "departments administrate cooperated", and so on. Drawing lessons from big cities' advanced emergency management experience, combining with Chenzhou's conditions, the author discusses the construction of emergency management system for natural disasters; thus, he gives advice and suggestions to promote completely the local government's abilities to cope with emergency disasters. Firstly, local government should reinforce the programming of emergency management and the construction of the team and body of emergency management; therefore, to realize the normalized management of emergency work. Secondly, local government should strengthen the paraganda for emergency management of natural disasters so as to rationalize the emergency management. Thirdly, local government should set up scientific mechanism of emergency management. Fourthly, local government should integrate resources to socialize the emergency management.
