| Non-governmental organizations, which are the social civil organizations, emerged late in the 20 centuries. They, as a major organizational and institutional innovation, make it possible to solve the failure of market and government.Marx's theory of social organism is the philosophical basis of constructing socialist harmonious society. The free and comprehensive development of man is the pursuit value of socialist harmonious society. Modern civic consciousness which modern citizens should have the basic values and concepts, is the spiritual support of constructing modernization. Non-governmental organizations which have great significance to mold modern civic consciousness, is the organization carrier of the free and comprehensive development of man. Non-governmental organizations' value idea and the harmonious society's value demand have an inherent consistency.The development of Non-governmental organizations is both advantageous to further improvement of democratic politics and sound market economy. Meanwhile, Non-governmental organizations which is actively participated the building of spiritual civilization, is help to build the harmonious relations between people and is an important force to construct socialist harmonious society.Non-governmental organizations in China have both inside and outside difficulties because of its short-term development and weak foundation. The system environment is not mature, the legal system is not perfect and the citizen society is not developed which is the external defect to make the healthy development of Non-governmental organizations in China in trouble. Its internal obstacles are lacks of independence and voluntary. To solve these problems, this paper is in an attempt to find a development road of Non-governmental organizations with Chinese characteristic, by the external environment and internal management. |
