Public Crisis Management Capabilities

Public crisis is an inevitable product of real and complex society, which is abnormal movement of public management. Especially during these years when the frequency of global crisis occurrence is increasing distinctively, our country is in the changing periods of economic and societal development, the time when varieties of potential and obvious interests conflicts may give birth to the crisis; in order to protect societal security and construct harmonious society, it is essential to investigate public crisis further by the assistances of other relevant subjects, such as Politics, Sociology and Psychology, and it is necessary to study what governments should act and how to act efficiently in the condition of crisis. As an inevitable product or by product of modern society, public crisis covers extensively, relates tightly, and jeopardizes greatly. It would cause severe aftereffects of societal security, stabilization and governments' authority if dealt with improperly.There are some problems with governments managing public crisis, involved laggard administrating conception, deficient participation of non-government parts and opaque managing process. Those deficiencies will weaken the ability of governments' managing public crisis. As to improve the ability, this paper suggests ordination of relevant laws, increasing citizens' participating approaches, putting public crisis education into effect. It is hoped to improve the ability of managing public crisis and to ensure the construction of nation.
