Social policies of the countries are always changing according to the economic development and the national condition of different countries Every country has its own social policy .As one of the important branch of the social policy, the social welfare policy is not unchangeable. Nowadays, the social welfare policies of both the developing countries and developed countries are in the time of reform and adjustment. In the western countries, almost each country is trying the best to adjust the welfare policies in order to solve the problems such as the aging of the population,economic globalization and the increase of the system's cost. The reform t reconstructed the new system of the responsibility of the social welfare, reduced the participation of the government,strengthened the welfare awareness of the individual and it paid attention to give full play to the function of the association,family and the market.With the economic development of China and the globalization, in order to satisfy the people's demands both in materialism and mentalist, the social welfare policy in China is also in the change. We can learn experience from the reform of the western countries on studying of the development of the social welfare theory and policy. Through the review to the development of the welfare theories and policies of China, combining with the national condition today, especially in the time of well-off -society and harmonious society, the author proposed to put the positive welfare policy into practice.
