Mass Public Security Incident Prevention And Treatment Measures

Nowadays, China is in its stage of economic transition and social transformation. In the historical condition of accelerating reform and opening up, as well as in the condition of establishing a socialist market economic system, there arise more social contradictions, especially the restructuring of state-owned enterprise, the laying off of employees, the non-payment of wages and retirement payments, the labor disputes, urban and rural construction demolition ,alongside by the tensions triggered by a number of groups of security incidents.With the frequent emerge of security incidents, the impact of all the incidents has become a problem to social development and stability. Therefore, the prevention and management of groups of security incidents has also become an important function of the government at all levels.The public security, functioned as a department of the government, is in charge of the safeguarding of the national security and social stability in the new area. It really plays a great role in handling the groups of security incidents.This paper attempts to illustrate the topic from analyzing its concept, contents, features, and the main manifestations, in order to making it clear that how to establish a sound prevention and disposal mechanism of group of security incidents. Meanwhile, this paper intends to illustrate how to handle the different interests between different groups. Last but not least, this paper would put emphasis on the discussion of the mechanism in the prevention and disposal when it refers to the public security department.
