The law of handing emergencies is a special branch of China's law system, which focuses on handing emergencies to offer the security of the country, society and people. It is based on the regulations of relationship between the country's powers and the citizen's rights. In the modern country under the rule of law, the law of handing emergencies is the fundament of the emergencies responding system. Centering on the China's law of handing emergencies, this paper gives macro analysis on the fundamental and main institutions, offers some advice on the improvement of the law of handling emergencies of China.The paper is divided into four parts. The first chapter explains the fundamental concept in the law of handing emergencies, which is the basis of the paper's following study. The second chapter talks about the situation of China's handling emergencies law system to manifest the important practices referring to emergencies respondence. The third chapter discusses the critical theory of emergencies responding law to guide practicality's analysis. The chapter four analyses the weak points of our emergencies responding law system and offers some advices about the solution and improvement.
