The New Leadership Development Strategic Thought

The series of strategic thoughts, brought forward by our party after the 16th National Congress of the Communist Party of China (NCCPC), creatively answer such a system of theoretic and realistic questions as"what is development, why develops and how to develop, etc.". From the day when they were put forward, all social sectors, especially theory communities, have been focusing themselves on learning and studying them in different ways, angles and levels.The paper presents a study of the series of strategic thoughts from the point of view of the development theory of Marxism, discussing the relationship between them and exploring the internal logical relation of the former based on the point of the latter. After analyzing possible difficulties in the process of carrying out those strategic thoughts, the paper offers some advice and suggestions on how to deal with them.The main body is divided into five parts. In the first chapter, some related concepts are defined and the series of strategic thoughts are teased. The second part systematically reviews and concludes the main points and essences of the development theory of Marxism. The third part, the highlight of the paper, analyzes the relationship between those strategic thoughts and the development theory of Marxism in detail, finding out that the former not only succeeds to the latter, but develops it creatively based on the current conditions of China and forms a new development theory of Marxism with Chinese characteristics. From the angles of different main bodies in carrying out such thoughts, possible difficulties existing in that process are discussed in the fourth part, including contradiction of far-sight of those strategic thoughts and low-sight on development of some leaders and people, contradiction of comprehension of those strategic thoughts and unilaterality of local development, contradiction of long-term benefit of those strategic thoughts and short-term benefit of some leaders and cadres themselves, contradiction of integrated benefit of those strategic thoughts and individual benefit of people themselves. Based on above analysis, the last chapter proposes some measures on how to successfully carry out those strategic thoughts, that is, making greatly progress in education, accelerating changing of government function, building up correct outlook on political achievements and establishing a right social security system with complete employment.There are three creative points in the paper. The first is clearing up the confusing names of the series of strategic thoughts. The second is concretely addressing the relationship between those strategic thoughts and the development theory of Marxism, considering the former as embodiments of the basic contradiction of human society in current China. The last is analyzing possible difficulties existing in fulfilling those strategic thoughts based on different main bodies in that process.
