Coordination Mechanism Of China's Urban Housing Demolition

As the rapid development of economy and the accelerating process of urbanization, urban housing demolition entered the stage of rapid development. Urban housing demolition plays a positive role to the achievement of urban planning, the improvement of urban environment, the rational use of land resources and the improvement of urban residents' living conditions. However, we should also see that the demolition of urban housing is a complex and difficult work.The issue of urban housing demolition is the concentrated expression of conflicts which arose from industrial and urbanization. It brought together the focus of national policies, laws, land systems, housing tenure and ownership system, the citizens' basic rights and the order of the real estate market. It related to the multiple interests which of the government, developers, and implementation unit of the demolition, residents and the assessment agencies. In recent years, the social contradictions and conflicts caused by the urban housing demolition and the resettlement of residents are increasing and worsening. It has become the focus of social issues. Therefore, the study on the coordinated mechanism is the key of promoting the urban renewal, which is of great theoretical and practical significance to achieving the harmonious development of cities.This paper falls into six chapters, which mainly includes four parts.Part One: This part analyzes the outstanding problems in the demolition of our country. It points out that the distribution and adjustment of interests is the core of the demolition. It should revise mechanism to solve the problems.Part Two: Firstly, Hierarchy theory of needs is applied to the analysis of drive mechanism of demolition; Secondly, Game theory is applied to the analysis of game relations of interests in the demolition. Finally, it analyzes several important relations in the demolition.Part three: This part uses the experiences of the United States, France, and Canada for reference.Part Four: Firstly, the principles of coordinated mechanisms of demolition are analyzed, including Public Use, Due Process of Law and Just Compensation, Marketability and Helping the poor. Secondly, coordinated mechanism is analyzed which be adopted by the guidance, and regulation, compensation, bound express of interests. Finally, the Suggestions for improving the coordinated mechanism of urban housing demolition are proposed.
