Study Of The New Era Chinese Communist Party Supervision System Construction

Inner-Party supervision is the important assurance of improving inner-Party democracy and safeguarding the unity and solidarity of the Party, and is powerful weapon of keeping Party's purity and raising its capacity to resist corruption, prevent degeneration and withstand risks. Scientific and nigorous system is the key of assuring the right direction of inner-Party supervision, and also the effective assurance of achieving the criterion and effectiveness of inner-Party supervision. So our Party has paid close attention to the construction of inner-Party supervisory system.This paper is under the guidance of basic theories of Marxism on Party building. The main research contents are the classic woks of Marxism, the history and documents of the Party, and the practice of inner-Party supervisory system construction. Its emphasis is on the main existing problems in the inner-Party supervisory system construction and their causes in the new period, and the basic thoughts and specified measures of improving inner-Party supervisory system construction. The research methods are text interpretation and combining history with comment. This paper is divided into four parts.Part 1: The theoretic origins and historical investigation of inner-Party supervisory system. the thoughts of Marx, Engels, and Lennin are introduced in this part, which also includes the history of CPC(from 1921 to 1949) on the construction of inner-Party supervisory system.Part 2: The new progress of inner-Party supervisory system construction in the new period. The process of inner-Party supervisory system construction in the new period can be divided into three stages: resuming and developing stage, developing and innovating stage, and new stage of development. The achievements lie in four aspects: from top to bottom supervisory system, from bottom to top supervisory system, supervisory system among party committee, and supervisory system of the media.Part 3: The main existing problems in the inner-Party supervisory system construction in the new period and the cause analysis. The main problems in the inner-Party supervisory system construction are imperfection of the institutions, irregulation of the procedures, and imperfection of the mechanism. The causes of these problems are the characteristics of the constructions of system, specific national conditions of China, ignorance on the procedures and mechanism, and lack of consciousness for supervision of some Party members and cadres.Part 4: The countermeasures of improving inner-Party supervisory system construction. The basic thoughts of improving inner-Party supervisory system construction are: improving inner-Party democracy, enhancing the consciousness for supervision of all the Party members, establishing and evaluating the procedures and mechanism, absorbing the experience of the supervisory system of National People's Congress, using advantageous production of foreign parties' supervisory system for reference. The specified measures are: evaluating the system of the opening of the Party affairs, reforming and perfecting inner-Party electoral system, establishing and evaluating the supervisory system of Party congress and of Party representatives, strengthening the institutions construction of discipline inspection organization, and evaluating the supervisory system of the media.
