On The Role Of Government In The Development Of Charitable Organizations

Charities and charity organization is outcomes of social andeconomic development, it can use non-government recourses to relief thegovernment' s social welfare burden, so most governments make efforts inpromoting and supporting the development of charity organization.Development of charity work and charity organization in western countriesis mature, but in China it's still in primary period. Charity is a goodway to minimize the gap in wealth, and played an important role in keepingsocial equity, ensuring human rights, and promoting social progress andharmonious development.One of the major characteristics of Charity organization isnon-government, but in China most charity organizations are tightlyrelated to government. As the biggest nationwide charity organization inChina-The China Charity Federation (CCF) is founded and developed underhelp of government. I chose China Charity Federation for case study toanalyze how government may affect the development of charityorganizations, in view of the wide influence of CCF and its specialrelations with Chinese government.This article includes three parts, the first chapter introduces thehistory and current development of charity organizations in China, andtheir relations with Chinese government, basically three types as follows:Complementary, supplementary and advocacy. And also explains thatgovernment's attitude is very important to the existence and developmentof charity organization. Chapter 2 is a case study of The China CharityFederation (CCF) that discusses how Chinese government had promoted thedevelopment of CCF, and the possibility of restricting its futuredevelopment because of its tight relation with government. The lastChapter came up with some policy proposals that the government could promote charity organization' s development though reforming themanagement and supervises system, perfecting the laws related to charityworks, encouraging the rich to take part in it, and mobilizing allrecourses and build a social atmosphere to promote the development ofcharity organization.
