Laozi is one of the main works of the School of Taoist School; its production enriches our country's traditional culture and stock house of thoughts. Laozi a theory work about respects such as philosophy, running a country, conducting oneself in society, cultivating one's moral character, etc. to people, nature and people,people and ruler with people and even strong and weak to he have deepunderstanding, have put forward the method which deals with these relations.Among them the administrative thought reflected in Laozi is one of the important legacies which Lao Tse leaved and occupy the significant status in the traditional administrative thought of ancient times in our country. His governs by non-interference, the people originally, harmonious thought is deep to China's administration influence. It is in Chinese history every flourishing age, since "the managing of scenes gentle" at Han Dynasty, to "the managing of views loyal", without exception no to "turn on by managing of yuan" at the Tang Dynasty that last spark of thoughts administrative in Laozi. Administration thought in Laozi will inevitably influence the development of our country's modern administrative thought too.Our country, after reform and opening-up, in order to look for a way of administration which is suitable for the national conditions, have carried on a series of administrative system reform. As to our country, the administrative system reformneeds new administrative thought theory as guidance, on one hand reference andabsorption of the administration experience from foreign countries of new administrative thought, on the other hand come from excavating to our country's traditional administrative thought and absorption. Only proceed with these two respects and find the administration thought of a piece of suitable modern national conditions of our country and way to run a country. This text refines the factor suitable for drawing lessons from out just through an analysis of administrative thought in Laozi, thus the abundant administration thought of our country. This text takes the Wang Bi, Wei Yuan's edition as the core, do not pay attention to the textual criticism of the original text, and administrative thought in Laozi is researched and analysed to adopt the way of summing up summarizing, comparative study. The content herein is divided into three parts: Part one make an introduction to Laozi administrative thought. This part has introduced content and application in ancient time's administration of administrative thought in Laozi. Among them the administrative thought content is summarized from four respects, first, the principle of the administrative thought; Second, the content of administrative; Third, the aim for administrative thought; Fourth, the subject of the administrative thought. Part two, analyze about Laozi administrative thought. First of all, analysis, obtain its foundation and lie in it, one, and natural characteristic in terms of theoretical foundation; Secondly, it is a thought ruled to obtain its administrative thought by men in terms of administrative subject; Moreover, it is originally administrative thoughts of the people to obtain its administrative thought in terms of people. Finally, analyze from the social whole angle, it is a harmonious thought to obtain its administrative thought. Part three, on the basis that Laozi administrative thought is analyzed, contact the question that the function of our government appears when changed, put forward three guiding suggestions. First, draw lessons from the administrative thought of non-interference and accelerate transition of the functions of the government, including building the limited government and responsibility type government. Second, draw lessons from the administrative thought of doing nothing and improve government's decision ability. Third, draw lessons from Lao Tse's harmonious thought and build the socialist harmonious society, including promoting people and natural harmony, the society that builds benefits-sharing, establish harmonious interpersonal relationships.
