The good achievements are the foundations that the Public Department promotes the international competitive power, promotes the organization internal efficiency, and responds the citizen authority, so the achievements appraisal is the technical management method which weights the Public Department movements - "the efficiency, the effect, the benefit". The Public Department achievements appraisal system was introducted to China in 1980s, because of the Public Department's particularity, it's product is the service which cannot look like the Private Department to have quantificative targets.This paper models experience from achievements of overseas Public Department, analysises the present achievements appraisal of China Public Department , has constructed China Public Department's achievements appraisal system, has designed "5+N" target pattern and "1+4" examination pattern, and has proved the feasibility using the real diagnosis and the theory;at the same time, this paper has proposed some suggestions to China Public Department of achievements appraisal system. The achievements appraisal system is designed in this paper has the strongr realistic significance to achievements appraisal of present Public Department in China.
